Producing evaluations in-house only pays off if the reports hold up to examiner scrutiny. The Interagency Appraisal and Evaluation Guidelines, first issued in 2010, spell out what a compliant evaluation needs to contain — and skipping any of these elements is the fastest way to turn a cost-saving decision into a finding on your next exam.

A defensible evaluation should include: a clear description of the property and its condition; the valuation method used and why it was appropriate for the transaction; the data sources relied on, including comparable sales; an analysis showing how those comparables support the concluded value; and a signature from the person who prepared it, along with their qualifications.

That last point matters more than institutions sometimes realize. An evaluation doesn't require a licensed appraiser, but it does require a qualified individual — someone with the training and independence to produce an unbiased opinion of value, free from influence by loan production staff. Documenting that independence is part of what a compliant program needs to show.

Beyond the report itself, examiners will look at your overall evaluation program: written policies describing when evaluations versus appraisals are used, a process for periodic review of evaluation quality, and a clear separation between the people producing evaluations and the people approving loans.

A checklist is only useful if it's actually followed on every file, which is where manual, spreadsheet-based evaluation processes tend to break down — fields get skipped, comparable analysis gets thin, and inconsistency creeps in across a growing volume of files. Software that enforces these requirements as part of the report generation process, rather than relying on a preparer's memory, closes that gap before it becomes an exam finding.
